Joseph N. Azar, President
Joseph Azar is a founding principal of RJA and serves as President and Chairman of the Board. He also oversees the operations of the Pleasanton and Rocklin offices, serving client projects in surrounding cities and counties. Joseph’s more than 20 years of experience and his direct, results-oriented approach has been the basis of the RJA North Region’s success.
Joseph is skilled in all aspects of infrastructure planning, design and construction services related to large land development and associated public improvement projects. Joseph possesses specialized expertise in negotiation – serving as a liaison between our private clients and public agencies. His experience also includes managing the planning and design of roads, utilities, grading and drainage for large and complex residential, commercial and recreational projects.
Joseph received his B.S. and M.S. in Civil Engineering from the University of Detroit, Michigan in 1981 and 1982, respectively. He is a Registered Civil Engineer in California, P.E. No. 44628.
Arminta J. Jensen, P.E., Exec. Vice President
Arminta Jensen is a founding principal of RJA and serves as the Principal-in-Charge for RJA’s South Region – overseeing our Civil Engineering, Field Surveying and Urban Planning operations serving client projects in surrounding cities and counties. Arminta’s unique combination of business and analytical skills has enhanced her client’s projects for over 20 years. She led the formation of RJA’s Urban Planning Division – offering full service land planning, computer graphics & rendering and entitlement services to our Clients.
Arminta is a civil engineer with expertise in all aspects of project planning and scheduling, master planning and design of public facilities, entitlement acquisition, project development, and technical design. She is accomplished in the facilitation of public meetings and in assisting with stakeholder and community involvement. Her strategy and business skills are highly valued by our client companies.
She serves on various Boards of Directors for non-profit organizations, is a School Board Chairman for a private elementary school, and is an Advisor for a Silicon Valley start-up company.
Arminta received her B.S. in Civil Engineering from the Walla Walla College in 1984, and she is a Registered Civil Engineer in California, P.E. No. 42321.
John S. Zellmer, P.E., Principal
John Zellmer, who joined RJA in 2001 and became a Principal in 2002, manages our Rocklin office. John’s career has encompassed both public and private-sector engineering design throughout California.
John’s public and private expertise includes a wide range of project experience, including master plan community design, infrastructure planning, design and rehabilitation, FEMA and OES disaster assistance, and municipal engineering services. He has managed large-scale community design as well as public works projects, acting as the lead manager for all disciplines. His ability to identify issues early in the process and provide value engineered designs has made him a trusted client advisor. He is actively involved in the North State Building Industry Association and is a past President of the Northern California Chapter of the APWA.
John received his B.S. in Civil Engineering from the California State University, Chico in 1987, and he is a Registered Civil Engineer in California, P.E. No. 46914.
Eddie K. Sieu, P.E., Principal
As a Principal with RJA, Eddie Sieu manages the technical operations of the Pleasanton office. Eddie leads a multidisciplinary team of planners, civil engineers, and land surveyors in providing professional consulting services to residential and commercial developers, and local and regional jurisdictions.
Eddie has many years of experience in managing a variety of private site developments and public works improvement projects. He is very experienced in coordinating the review and approval processes with local, county and federal agencies, as well as special districts, for both private and public clients. Our clients value and appreciate Eddie’s calm, confident approach to problem solving and project delivery.
Eddie received his B.S. in Civil Engineering from the University of California, Irvine in 1985, and he is a Registered Civil Engineer in California, P.E. No. 44189.
Al Johnson, Principal
Al Johnson is the Principal responsible for the planning, coordination, and execution of RJA’s field surveying and construction staking services. As the Field Survey Manager, he oversees the activities of our highly experienced field survey crews serving a variety of public works facilities for both our private- and public-sector clients.
Al sets the standard for tireless client service. He tenaciously meets the construction staking needs of our Client’s projects with timely and accurate service. Al also oversees the design support surveys, including topographic surveys, aerial control and field operations associated with boundary surveys.
During his more than 20 years of service, Al has developed many long-term relationships with clients due to their respect for his responsiveness, knowledge, and expeditious completion of their time-critical projects.
Rob B. Oneto, Principal
Rob Oneto is an accomplished Urban Land Planner with over 25 years of experience. Rob manages RJA’s Urban Land Planning Division – providing full service land planning, entitlement, processing, and computer graphics/rendering for our Clients.
Rob’s breadth of Urban Land Planning knowledge and experience has guided our clients through difficult entitlement and process-driven projects, successfully achieving their project goals. Rob performs a variety of design, planning and environmental services working with both the public and private sector clients. He has managed large-scale planning and civil engineering projects – preparing Specific Plans & Master Plans, and facilitating the processing of projects through various environmental and project development review phases.
Rob serves on several Boards and Committees, including a School Board Citizens Oversight Committee, the Gilroy Economic Development Corporation Board of Directors, and the Gilroy Chamber of Commerce, where he was the 2007 Chairman of the Board and is currently Chairing the Government Relations Committee.
Rob received his B.S. in City and Regional Planning from California Polytechnic State University, San Luis Obispo in 1982.
Chris Ruggeri, P.E., Principal
Chris Ruggeri has worked for RJA for more than 15 years, and became a Principal in 2013. Chris is a Senior Project Manager in our Rocklin office, providing professional consulting and design services to public and private sector clients.
Chris’ 20 years of experience includes an impressive range of public works and private improvement projects. His areas of expertise include complex grading design, drainage and water quality improvements, and utility infrastructure design, including special structures. Chris’ focus on client service, problem-solving, and his attention to deadlines are just a few of the key attributes to his success.
Chris received his B.S. in Civil Engineering from Santa Clara University, Santa Clara, CA in 1995, and he is a Registered Civil Engineer in California, P.E. No. 60901. He is also a Construction General Permit Qualified SWPPP Practitioner/Developer (QSP/QSD).
