RJA provided civil engineering and related services for the 2.5 mile levee and finger peninsulas, finished grading, sewer, water and storm drainage facilities and roadways. RJA also helped develop the seepage control system with a slurry wall and a groundwater control system. RJA removed 200 feet of existing levee to provide boat access to the lagoon, create a levee maintenance road, and provide an emergency escape route.
